L’elaborazione dell’Agenda Urbana Europea ha, insieme all’Agenda Urbana Nazionale dei Paesi dell’Unione, lo scopo di integrare le strategie dei diversi territori ed accrescere il dinamismo economico. Laddove manchi la sinergia fra tali livelli operativi diminuisce la potenzialità e l’efficacia delle politiche urbane. Da una riflessione critica sul flop della candidatura della città di Palermo al titolo di Capitale Europea della Cultura è possibile estrapolare spunti per una buona costruzione di politiche urbane nell'ambito di un'Agenda Urbana Nazionale e per progetti competitivi nei cicli di programmazione europea.

La Strategia Nazionale Aree Interne (SNAI) è entrata in una nuova fase, in cui si prefigura la trasformazione da policy sperimentale a politica strutturale e, insieme ad altre strategie anche preesistenti concorre non senza criticità a ridefinire le traiettorie di sviluppo di queste parti del Paese. Gli sviluppi di quanto sta avvenendo sui Sicani in Sicilia sono indicativi delle interazioni tra SNAI ed altre strategie di settore, come la Strategia di Sviluppo Rurale, e indicano alcuni approcci di integrazione e di armonizzazione delle politiche attivate e delle azioni già in corso.

This paper focuses on the evaluation of an incentive program for firms implemented in southern Italy during the last decade. In the framework of the policy instruments aimed to reduce territorial disparities, and to support local development, territorial integrated projects (TIP) constituted a new operational mode to implement the Regional Operational Programmes. This contribution is intended briefly to relate the territorial analyzes on the dimensions of the rurality of the Belìce in the years following the earthquake that struck the area in 1968 with the current development prospects linked to the rural milieu of the area. Focusing on the studies and analyzes of Costantino Caldo and on contemporary literature, we have traced the essential characteristics of the primary sector of Belìce between the Sixties and Seventies and compared it with the current peculiarities, essential for setting the local development strategy of the first LAG which aggregates the entire area.
